Capacity Building on EU Procurement
The European market is huge and seems only to grow and TENDERS dot EU proposes to set up a programme for capacity building on EU procurement and setting up a strategy for a better performance on public tendering and eventually to have a bigger share in the public sector by having more contracts awarded.
The goals for the programme of capacity building can be formulated as:
- Developing a basic knowledge of EU procurement directives
- Be prepared for making succesfull bids
- Review internal structures and procedures of the company
- Construction of a knowledge database
Each of these for goals can be worked out or be achieved by operationalising them as follows:
Ad 1) Developing a basic knowledge of EU procurement directives
- Training sessions on public procurement directives for the staff
- Making analyses of tenders not awarded to identify the main reasons for not winning these contracts
Ad 2) To be prepared for making succesfull bids
- Preparation of qualification dossier
- Making building blocks (potential answers on the most commonly asked requirements/wishes and USP of the company)
- Development of tools like a checklist and price calculation matrices
Ad 3) Review internal structures and procedures
- Analysis of of internal bidding process (coordination, procedures, responsabilities)
- Analysis of relation company and local agents
Ad 4) Construction of a knowledge database
- Identification of potential contracting authorities
- Identification and analysing of past tenders
- Identification of upcoming tendernotices
- Setting up of a customer intelligence
