Quality of the TEDALERT Service TENDERS ALERT SERVICE TED
The TEDALERT service for selecting EU calls for tenders from the European Union is running on an oracle database using a software which is able to process all tenders from the EU which are almost all published in their national languages, currently 24 languages.
The system can select on all searchcriteria as offered by OPOCE, the publisher of the EU database TENDERS ELECTRONIC DAILY (TED). The most common search criteria used are the CPV codes and country of the contracting authority, but also nature of the contract (construction, supplies or services), kind of authority (national, regional or local or even supra national).
The TEDALERT service is unique because we are able to make very sophisticated searches on keywords in every official language from all memberstates of the European Union. The use of keywords makes it possible to filter tenders for:
- fine tuning the search criteria;
- correction of miscoding of tenders with traditional cpv codes;
- niche markets;
- our tenderwatch
Using 24 different languages means, amongst others, that all languages use their own accentuation, like Ñ or ß or Ě or Œ or Ï. However, our software treats all characters identical whatever their accentuation, so there can be no mistake.
We can also process search criteria by using logical operators indicating whether two keywords words do need to appear in the text in order to be selected by using the logical operator AND or on the contrary may not show up at the same time by using the operator NOT. In the first case (adjacancy) we can even define that certain keywords need to appear within a certain span of characters or in what order.
Stemming is truncating a word left or right (or at both sides) of that word. When the word ‘campaign’ has been truncated right or left, this yields for a whole series of words in which the word ‘campaign’ is in some way or another included, like:
media campaign, information campaigns, mobility campaign, communication campaigns, campaign strategy, theme campaign, marketing campaigns, image campaigns, campaign response, campaigns, job market communication campaign, job market campaign, advertising campaign, campaign process, campaign-effect investigation, public campaign, realizations campaign, campaign style, campaign strategy, acquaintances campaign, dome campaign, recruitments campaigns.
The example up here shows us that the use of truncations has the large advantage that we can not only find a large number of keywords on an efficient manner, but it garantuees that keywords will be found we have never thought of.
Our tenders alert service TEDALERT can insert special characters through which we can take care that spelling mistakes and spelling variants in the text are ignored.
An underscore (_) means that the system must be looking for precisely one character but any character in the word.
Example: on_line finds: on-line, on/line, on? line and oneline.
A dollar sign ($) or percentage sign (%) means that the software must look for an arbitrary number of characters.

The TENDERWATCH service consists of checking the EU database every day in order to see whether the single tender you are urgently waiting for has been published. We will set up a specific searchprofile based on the characteristics of this particular tender, so that you can not miss it.
The TENDERWATCH service will be concluded for an undeterminate period of time, but can be annulated without any prior notice both by client as by Europe Consult. The contract will be terminated automatically after delivery of the expected call for tender to client.
Tenderwatch is based on the principle of ‘no cure no pay’.
After the selection of the relevant tendernotice, the client will be charged € 49 excluding VAT per tender.

This information will be delivered in such a way that you can easily see which tenders were published in the past and track the complete tendernotice in order to forecast upcoming tendernotices. We can access the database back to 1998.
It is almost impossible to mention all the information the database can produce. We can give you on request an example of a forecast of upcoming public tender opportunities.
